The Ministry of Communication and Aviation (MCA) is headed by a Minister who is the Government executive in charge of the Ministry. Operationally, the Ministry is run by a Permanent Secretary who is supported by an Under Secretary. Together, they form the Ministry’s highest level of management responsible for overseeing the Ministry’s staff and the conduct of its day to day activities.
At the divisional level, Division Directors and their staff administer the Ministry’s mandates and ensure that the Ministry’s various functions and duties are carried out in accordance with the Ministry’s vision, mission and objectives and in compliance with relevant Acts, policies and international standards. The Directors report directly to the Permanent Secretary and Undersecretary. The Minister of Communication and Aviation (MCA), in consultation with relevant committees and authorities, is also responsible for the appointment of directors to statutory bodies that fall under the Ministry’s mandate in the communication and civil aviation sectors. These statutory bodies include State Owned Enterprises (SOEs), communication and civil aviation regulators and other statutory boards.
